Government administrator resume template
Short answer
Henrietta suits a government administrator: a conventional business layout that prints experience and education before skills, in line with ICMA career advice to show positions and degrees first. The fictional sample is an assistant county administrator who oversees eight departments, leads the general fund budget and ran a capital program, after seven years as a city budget director, with an MPA and the ICMA Credentialed Manager designation.

Why Henrietta suits a government administrator resume
Henrietta is the conventional black-and-grey business layout, and it prints experience, then education, then skills. That matches a 2010 ICMA Career Compass column, which says hiring managers want to see your positions and education first and warns that a skills section at the top can look like hiding the job history. The unlabelled skills grid sits quietly below.
Second choice: Leslie. Leslie also keeps experience ahead of skills but adds one blue accent in a centred header, for administrators who want a little more presence on screen.
What goes in each section, in Henrietta's order
Henrietta prints its sections in a fixed order, the same in the PDF and the Word file. Here is that order for this sample, and what to put in each section.
- Professional Summary. Government type and size (county, city, special district; population and budget), your seat (assistant administrator, deputy manager, department head) and the functions you oversee. Mention ICMA-CM status here so it is seen early.
- Work Experience. Departments overseen, employees, budget, then the work only an administrator delivers: a capital program, an interlocal agreement, a new resident service, a bond rating review. ICMA's column suggests organizing recent roles by function; in this layout, open each bullet with the function instead.
- Education. MPA or MPP with year, then the bachelor's degree. For its credential ICMA sets the shortest experience requirement for an MPA or MPP holder, so keep the degree easy to find.
- Skills. Budget development, capital planning, council relations, intergovernmental work and public engagement first, then the ERP and budgeting software. Henrietta prints the grid without row labels, so the order you choose is the order read.
- Certifications. ICMA-CM or Candidate status with the year. ICMA asks for seven years of senior local government executive experience with an MPA or MPP (nine with a bachelor's degree), its management assessment and 40 hours of professional development in the year before applying.
- Professional involvement. Professional involvement: association committees, mentoring, teaching. ICMA's column places affiliations and awards near the end, which is where this section prints.

How to make the sample yours
Name your governing body
A council-manager city, a county commission and a state agency answer to different people. Say who you report to and who you present to, and what you bring them each year.
Give the money context
General fund and all-funds budgets, the size of the capital program, and any grant or bond financing you arranged.
Add a result residents would notice
Permit turnaround, response times, 311 volumes, a facility opened: one per job keeps the page grounded in service.
Write for a public reader
Senior local government applications can end up in front of elected officials and the press. Keep every line factual and something you could defend at a public meeting.
Translate state or federal experience
If you come from a state or federal agency, swap program language for local terms (departments, general fund, council) and name the local partners you worked with.

Mistakes to avoid
- Opening with a long skills list, which ICMA's career column warns can look like hiding the job history.
- Listing every committee you sat on instead of the decisions you led.
- Partisan opinions or affiliations on an application for a nonpartisan administrative post.
- Calling a single-function department head role "administrator" when it did not cover several departments.

Frequently asked questions
How long should a government administrator resume be?
ICMA's 2010 Career Compass column suggests two or three pages for mid-level roles and three or four for senior and executive posts. Federal jobs are stricter: OPM limits resumes on USAJOBS to two pages.
What is the ICMA Credentialed Manager designation?
A voluntary credential for local government chief and assistant chief administrative officers who meet ICMA's education, executive experience and professional development requirements. If you are within two years of qualifying, ICMA offers a Candidate status you can list instead.
How do I move from department head to assistant administrator?
Show work across departments: budgets you shaped beyond your own, cross-department projects, council presentations and agreements with other governments. ICMA counts earlier department head experience at half credit toward its credential, so broad responsibilities matter.
Should I include an objective?
No. ICMA's column advises skipping it; a two- or three-line summary of your scope does more work.
What if my experience is in state government?
It counts, but translate it: say how many staff, how large a budget and which elected bodies you worked with, and name any local governments you served or partnered with.
Will applicant tracking systems read this Henrietta PDF?
The sample PDF read back with its contact details, all 6 section headings and all 8 bullets intact in three open-source text extractors (pdf.js, pdftotext and pypdf). Commercial systems such as Workday, Greenhouse or Taleo were not tested, and each employer configures its own.
