Public policy resume template

Short answer

Leslie works well for public policy: experience prints before skills, so bills, comment letters and coalitions come first, and the single blue accent keeps the page formal. The fictional sample is a policy and government affairs manager at a Washington rural health coalition who spent five years as a House legislative assistant, with committee-passed bill language, four comment letters, a 60-meeting fly-in, coalition growth and registered lobbyist status.

Why Leslie suits a public policy resume

Leslie prints work experience straight after the summary, ahead of the skills rows, and policy employers want to see what you moved: legislation, regulations, coalitions, briefings. The centred blue header adds one restrained accent, in keeping with the formal writing the field runs on.

Second choice: Henrietta. Henrietta is all black and grey and prints education right after experience, a good fit for think tank or analyst roles that screen the degree early.

Leslie template details and test results

What goes in each section, in Leslie's order

Leslie prints its sections in a fixed order, the same in the PDF and the Word file. Here is that order for this sample, and what to put in each section.

  1. Professional Summary. Policy jobs sit in legislatures, agencies, think tanks, advocacy groups, trade associations and corporate government affairs teams. Name your side, your issue area and your levers (legislation, regulation, budget, research, advocacy), plus the level of government you know best.
  2. Work Experience. Policy results are slow and shared, so be exact about your part: provisions you drafted, bills or rules you tracked, comments filed, briefings held, coalition members recruited, testimony prepared. Say what happened to the bill or rule afterwards, even if it stalled in committee.
  3. Skills. Leslie prints labelled rows after the jobs. Technical takes policy craft (drafting support, regulatory comments, budget analysis, stakeholder mapping, policy memos); Tools takes legislative trackers and data software. Write your issue expertise as a skill, in plain words.
  4. Education. A master's in public policy or administration, a law degree or a subject degree (economics, health, environment) carries weight here. Add a capstone client or thesis title when it matches the job.

How to make the sample yours

Know when you count as a lobbyist

Under the Lobbying Disclosure Act, a lobbyist is someone paid by a client for services that include more than one lobbying contact, unless lobbying is under 20 percent of their time for that client over three months, and registration is due within 45 days of the first contact. If you are registered, say so; an association knows you can start meetings at once.

Mention a cooling-off period if it applies

Senior House staff paid at least 75 percent of a Member's pay may not lobby their former Member or that office for a year after leaving (18 U.S.C. 207(e)). If that covers you, a short line on how you would work within it reassures an employer.

Turn writing into evidence

Policy employers hire writers. List or link two or three public pieces (a memo, a comment letter, an op-ed, a report chapter) and name the audience each was written for.

Explain Hill titles

Legislative correspondent, legislative assistant and legislative director mean little outside Congress. Describe the portfolio, the committees and what you delivered so any reader can judge the level.

From the field into policy

Nurses, teachers, engineers and social workers bring the practical knowledge policy needs. Lead with the problem you saw first-hand and the policy work you have done on it, then your professional background.

Keywords to keep where they are true

Terms this kind of resume is usually searched for. Use the posting's exact wording, and only for work you have done.

  • public policy
  • policy analysis
  • legislative affairs
  • government relations
  • advocacy
  • coalition building
  • regulatory comments
  • policy memos
  • stakeholder engagement
  • appropriations
  • bill tracking
  • testimony preparation
  • Lobbying Disclosure Act
  • issue research
  • budget analysis

Mistakes to avoid

  • Saying you "passed" a law; describe the provisions you drafted or the votes you helped secure.
  • Partisan language on a resume meant for a nonpartisan employer.
  • No issue area at all; "policy professional" says nothing about your expertise.
  • Internal deliberations or a Member's private positions in your bullets.

Frequently asked questions

How do I write a public policy resume with only internships?

Treat each internship like a job: issues covered, memos written, hearings or meetings attended and research produced. Add a capstone or thesis as a project and link one strong writing sample.

Should I include a writing sample link?

Yes, if it is public and representative: a policy memo, a comment letter, a report section. Many policy postings ask for one anyway, so have it ready.

How do I show impact when a bill did not pass?

Report the steps you can verify: cosponsors gained, provisions folded into another bill, a hearing held, agency guidance changed, coalition growth. Policy wins are often partial and slow.

Is a master's degree needed for policy jobs?

It depends on the role. Analytic and research posts often list a graduate degree, while legislative and advocacy roles frequently weigh experience and writing more. Read the postings you are targeting.

How do I handle party affiliation on a resume?

If you worked for a party or a Member, your employers will show it. Keep the descriptions factual and issue-focused, and save partisan framing for jobs where it is expected.

Will applicant tracking systems read this Leslie PDF?

The sample PDF read back with its contact details, all 4 section headings and all 9 bullets intact in three open-source text extractors (pdf.js, pdftotext and pypdf). Commercial systems such as Workday, Greenhouse or Taleo were not tested, and each employer configures its own.
